HI homies, I'm a recovering lawyer and still active in policy and regulatory space (mostly internet governance). Tried to mine this coin in week 1, failed, now a conspirator on this thread got things fired up again. I'm a happy miner. Anywhooo the issue for SNOW at the outset isn't a big thing, but it's not really a question of whether or not SNOW is a cryptocurrency. A cryptocurrency (or currency) isn't really a meaningful designation. The question is whether or not SNOW would be considered a "security" or not. From what I can tell the decentralized governance and community involvement (plus, no premine, right?) takes it out of most of the danger zone for being designated as a security. Now, that doesn't actually mean, at all, that it's a utility token. (That's a red herring for this purpose). The whole thing to avoid is the "security" designation.

It's kind of an open question, actually, as to whether or not a project like this needs to formally adopt governance rules, or whether it's better not to. There's an attorney on Ravencoin that's opined that Ravencoin isn't a security and also that it doesn't need formal governance.
