Cloudflare is a proxy that provides different protections. Mainly being unlimited bandwidth for denial of service attacks. They also include a waf but it isn't as good as some stand alone ones.

If you configure it correctly, all connections to your site have to go through Cloudflare. It's a way to protect your web server from being directly contacted in case of attack. Although so many people set it up wrong
