is your isp dns hijacking that tracker by any chance?

you're also using DHT so you might get just lucky and connect to a peer, leave it be for a few hours and see if it gets going

read the man page and search for proxy, there's a whole set of proxy options, you can partially proxy it's communications per category in different ways, if need be, but there's also an option to proxy everything
