You can't fix your clock because you can't use ntp because your ISP blocks everything

You need to fix the time manually. Go to https://www.timeanddate.com/worldclock/portugal/lisbon and then set your clock based on that. Current local time in Portugal – Lisbon. Get Lisbon's weather and area codes, time zone and DST. Explore Lisbon's sunrise and sunset, moonrise and moonset.
